Abstract

In this article, we address an important topic related to the role and contribution of the municipality to the success of local development programs. The latter requires continuous changes and improvements in various aspects of the population's life. The municipality strives to distribute a large part of its financial resources to the local development requirements in various fields such as education Health, social affairs, etc., but there are a number of factors that limit the effectiveness of this role and are mainly related to the relationship of the municipality with the central authorities as well as its relationship with associations and political parties.
